Elecard Joins IBC Accelerator Programme To Drive Innovation In Ultra-Low Latency Streaming

Elecard, a leading provider of media technology solutions, is thrilled to announce its participation in the IBC Accelerator Programme as part of the “Ultra-Low Latency Live Streaming at Scale” project.
The company will be сontributing to the project with streaming quality monitoring through its Elecard Boro platform, which will play a critical role in delivering enhanced quality of experience (QoE) and quality of service (QoS) metrics for ultra-low latency streaming.
The IBC Accelerator Programme is a high-profile initiative that brings together key industry players, including technology seekers (Champions) and solution providers (Participants) from across the world, to collaborate on solving common challenges in the media and entertainment sector. The program is designed to accelerate the development of cutting-edge solutions by bringing together experts and innovators for fast-paced, project-based collaborations.
Elecard’s involvement in this year’s accelerator program will focus on delivering monitoring solutions for the “Ultra-Low Latency Live Streaming at Scale” project. This project builds on the success of the previous "Scalable Ultra-Low Latency Streaming for Premium Sports" accelerator, with a focus on developing a scalable architecture to support live TV streaming over the internet. With the shift from traditional digital terrestrial and satellite television to IP-based delivery, the project aims to address the critical need for low-latency, stable, and seamless streaming experiences for millions of viewers.
A major goal of the project is to demonstrate that ultra-low latency streaming can be deployed at scale using standard HTTP streaming technologies, such as DASH and HLS, and leveraging existing content delivery infrastructure. Key technical components will include integration with CDN and multicast ABR (mABR), personalized ad insertion, and the use of CMCD v2 for QoE monitoring and ad beaconing.
As part of the project, Elecard will deploy its Elecard Boro — a professional solution for stream quality monitoring across various protocols, including UDP, RTP, HTTP, HLS, DASH, SRT, and RTMP. Boro will monitor detailed QoS and QoE and process it to ensure best delivery after headends. This data will be displayed on a comprehensive dashboard, providing insights into the streaming quality and enabling real-time decision-making.
The project will also focus on testing and demonstrating an open, non-proprietary architecture capable of supporting ultra-low latency streaming at scale, ensuring broadcasters can transition seamlessly from traditional broadcast models to internet-based delivery without compromising performance.
Elecard is joining other esteemed Participants such as Google Cloud, Ateme, Yospace, and Qualabs, and collaborating with Champions like Comcast, BT Media & Broadcast, BBC, RTE, SVTA (Streaming Video Technology Alliance), and GLOBO. The collaborative nature of the IBC Accelerator Programme allows Elecard to leverage the expertise of these industry leaders to develop innovative solutions that address the challenges of live streaming in a rapidly evolving media landscape.
